I have done few of my research. And this belongs to "Indian Office of Education". Under British Government. It was used from 1901 to 1922 and was still in used till 1937. After that many were destroyed and few were taken to Britain. It is a Brass Metal Badge with thin layer of Silver on it.
British Crown on Top. Oval shape. (IOE) in the center & "Reliability Service" engraved around it.
