IT is brand new. I got it stiched and never wore it because later I quit ncc in college.
I have paid ₹700 rs for the cloth material and then got stiched for ₹500. NEVER WORE. Once you'll receive you'll get it that it is brand new as the cloth material is still hard like a new material.
